Doing Business with the Forest Preserve District

While Forest Preserve District of DuPage County employees perform most of the maintenance and operation of District land and facilities, the District may employ contractors for large construction or restoration projects.

The Forest Preserve District purchases required goods and services in conformance with Illinois state law, the DuPage County Purchasing Ordinance, related resolutions of the Board of Commissioners and administrative policies. The District makes requirements for purchases under $20,000 in accordance with established procedures for small-dollar purchases and informal quotations. For purchases over $20,000, it advertises formal bid announcements in local newspapers and may also list them in the Current Bid and Proposal Announcements section below.

When a supplier is aware of a solicitation, it should contact the office listed on the announcement to request a bid document. The Forest Preserve District Board of Commissioners reserves the right to reject any or all bids and to waive technicalities.

Current Bid and Proposal Announcements

The Forest Preserve District of DuPage County is currently seeking bids and proposals on the following projects.

Danada House Air Handling Unit Replacement Project

Bid Due: 2015-09-01, 10 a.m.

Sealed bids will be received at the Office of Field Operations ‒ Structural Maintenance Division, Forest Preserve District of DuPage County, 29W400 Mack Road, West Chicago, IL 60185 until 10 a.m. on September 1, 2015. The contractor shall furnish and pay for all required materials, equipment, tools, labor and incidentals, unless otherwise provided in the contract, and shall include the cost of these items in the prices bid for the several units of work, as specified. Bids must be accompanied by a 10% bid security. 

Project shall include the following:
• Dismantle, remove, and dispose of one (1) 12-ton air handler (located in basement), one (1) 3-ton air handler, one (1) 4-ton air handler (both located in attic) and associated condensers (located exterior enclosure). Removal and disposal of equipment must be in accordance with all local, state and federal regulations.
• Furnish and install new “like for like” replacement air handler and condenser
• Furnish and install new refrigeration line sets
• Furnish and install any modification needed to accommodate new air handlers, including but not limited to cribbing, support, existing sheet metal ductwork, wiring, power, etc.
• Furnish and install new thermostats and controls
• Start-up, Test operation, and provide Owner Operation and Maintenance training

Mandatory Pre-Bid Onsite Meeting August 14, 2015 at 9 a.m. CST.
All questions/clarifications/substitutions due August 20, 2015 at noon via email.
All questions/clarifications/substitutions answered August 25, 2015 at noon CST via email.
Bids due September 1, 2015 at 10 a.m. CST at the Structural Maintenance Office.
Consideration of contract award September 4, 2015.

An awardee must submit all required documentation including, but not limited to, the required insurance, Prevailing Wage Act documentation, subcontractor’s list, performance and payment bonds per the Invitation to bid. The Forest Preserve District of DuPage County reserves the right to reject any or all bids and to waive technicalities. This solicitation does not commit the Forest Preserve District of DuPage County to award a contract, pay any cost incurred in the preparation of a bid or procure or contract for the articles of goods or services. The Forest Preserve District of DuPage County reserves the right to cancel in part or in its entirety these bids if it is in the best interest of the District to do so.

White-Tailed Deer Processing For Deer Management Program Season 2015/2016

Sealed bids will be received at the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, IL 60189 until 11 a.m. local time on Friday, Aug. 14, 2015 and will be opened publicly at that time and location for the project titled White-Tailed Deer Processing For Deer Management Program Season 2015/2016 With Options For 2016/2017, 2017/18, 2018/19 and 2019/2020. Main components of work: Must be licensed facility for processing and packaging white-tailed deer and must be within the 13-county service area of the Northern Illinois Food Bank (herein referred to as the NIFB), which includes Boone, DuPage, DeKalb, Grundy, Kane, Kankakee, Kendall, Lake, McHenry, Ogle, Stephenson, Will and Winnebago counties in Illinois. If the bidder’s processing facility is not within the 13-county service area of the NIFB, the bidder shall provide written acknowledgement with their bid from NIFB that NIFB is willing to pick up ground venison from the bidder’s facility for the entire duration of the deer management program. The District will deliver to the bidder’s facility on a regular basis, typically twice a week, eviscerated animals with the hides on. The bidder will be required to: 1) Process the deer into ground venison (without fat additives); 2) Package ground venison into one or five pound packages; 3) Freeze and store the packaged venison at its facility between each NIFB pickup and for the duration of time it takes to determine each animal’s CWD status either positive or negative; and 4) Be able to accommodate the NIFB with pickup of the frozen venison on a pre-determined schedule.

Note: The Forest Preserve District of DuPage County in Illinois is not able to guarantee a minimum number of wild white-tailed deer carcasses to a processor.
