Doing Business with the Forest Preserve District

While Forest Preserve District of DuPage County employees perform most of the maintenance and operation of District land and facilities, the District may employ contractors for large construction or restoration projects.

The Forest Preserve District purchases required goods and services in conformance with Illinois state law, the DuPage County Purchasing Ordinance, related resolutions of the Board of Commissioners and administrative policies. The District makes requirements for purchases under $20,000 in accordance with established procedures for small-dollar purchases and informal quotations. For purchases over $20,000, it advertises formal bid announcements in local newspapers and may also list them in the Current Bid and Proposal Announcements section below.

When a supplier is aware of a solicitation, it should contact the office listed on the announcement to request a bid document. The Forest Preserve District Board of Commissioners reserves the right to reject any or all bids and to waive technicalities.

The Forest Preserve District of DuPage County is currently seeking bids and proposals on the following projects.

Spring Brook No. 1 Creek & Wetland Restoration – Phase 1

Bid Due: 2014-10-24, 11:00 a.m.

Bid Open: 2014-10-24, 11:05 a.m.

Notice is hereby given that the Forest Preserve District of DuPage County, Illinois, will receive sealed bids for the project titled “Spring Brook No. 1 Creek & Wetland Restoration – Phase 1.” Sealed bids will be received at District Headquarters, 3S580 Naperville Road, Wheaton, Illinois 60189 until 11:00 AM local time on Friday, October 24, 2014, at which time the bids will be publicly opened and read aloud. The bids must be accompanied by a 10% bid security. Main components of work involve excavation and stream channel construction, bridge work, and ecological restoration.

A mandatory, pre-bid conference will begin at the Headquarters of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois 60189 on Thursday, October 9, 2014 at 10:00 AM local time. Representatives must be signed in by 10:00 AM and must attend the entire meeting to fulfill the mandatory pre-bid conference requirement. The Forest Preserve Commission reserves the right to reject any or all bids and to waive technicalities.

Redesign and Upgrade Construction of the Fires Supression System within the USRC at Blackwell Forest Preserve

Sealed bids for a project entitled “Redesign and Upgrade Construction of the Fire Supression System Within the USRC at Blackwell Forest Preserve” will be received at the Division of Structural Maintenance of the Forest Preserve District of DuPage County, 29W400 Mack Rd., West Chicago, Il., 60187, until 10.00 a.m. local time, Wednesday, October 22, 2014. Bids will then be publicly opened and read aloud in the same location at 10:05 a.m.

A mandatory pre-bid conference will be conducted on Wednesday, October 15, 2014 at 9:00 a.m. (check-in at 8:45 a.m.) onsite per the invitation to bid. Consideration of contract award will be made by the District’s Board of Commissioners. Specifications and bid forms may be obtained below. Contractor must provide design, labor, equipment and supplies as described in the bid packet. Bids on all work of this contract shall be subject to the provisions of the "Illinois Prevailing Wage Act" (Illinois Revised Statutes, Chapter 48, Section 39S - 1-12). 

The Forest Preserve Commission reserves the right to reject any or all bids and to waive technicalities. Bidders will be required to submit all associated forms with their bid including but not limited to: Bid Bonds, Bid Summary, Bid Security, Bidder’s Qualification Statement and Bidder’s Affidavit. Within ten calendar days of identifying the lowest responsible bidder, that bidder will be required to submit: Signed Contract, Payment Bond, Performance Bond, Certificate of Insurance and Design and Construction Schedule.
