Doing Business with the Forest Preserve District

While Forest Preserve District of DuPage County employees perform most of the maintenance and operation of District land and facilities, the District may employ contractors for large construction or restoration projects.

The Forest Preserve District purchases required goods and services in conformance with Illinois state law, the DuPage County Purchasing Ordinance, related resolutions of the Board of Commissioners and administrative policies. The District makes requirements for purchases under $20,000 in accordance with established procedures for small-dollar purchases and informal quotations. For purchases over $20,000, it advertises formal bid announcements in local newspapers and may also list them in the Current Bid and Proposal Announcements section below.

When a supplier is aware of a solicitation, it should contact the office listed on the announcement to request a bid document. The Forest Preserve District Board of Commissioners reserves the right to reject any or all bids and to waive technicalities.

The Forest Preserve District of DuPage County is currently seeking bids and proposals on the following projects.

Request for Quotes for District's 2017 Native Plant Sale

Bid Due: 2017-01-27, 1:59 p.m.

The Forest Preserve District of DuPage County (hereinafter “District”) requests quotes from nurseries to extend an inventory of plant species that are native to DuPage County, Illinois, for sale on consignment to the general public during the District’s annual Native Plant Sale.

The District will enter into consignment contracts with nurseries based on the lowest per-unit price (delivered and labeled) for each plant and contingent upon the nursery’s ability to deliver the requisite species and container sizes. Nurseries should only consider extending prices for those species for which there is a high probability for delivery of mature stock on Wednesday, May 10, 2017 between 7 a.m. and 12 p.m. Nurseries may withdraw from participation upon written notification to the District at any time prior to entering into a consignment contract.

Preference for nursery stock material to be sold on consignment will be given to material that originates from seed collected within 100 miles of DuPage County. In addition, nursery stock material shall not be treated with insecticides containing neonicotinoids, or “neonics” as they are commonly called. Lastly, all plants must be clearly and individually-labeled with the species common name, as well as the Latin genus and species nomenclature.

The District reserves the right to refuse any damaged or immature stock in the interest of offering the highest quality native plant materials for sale to the general public. The District assumes no responsibility or liability for any refused nursery stock.

Responding nurseries must complete and submit the Proposal for Consignment of Native Plant Materials for 2017 Native Plant Sale, Attachment A (eight pages). (An electronic copy of this document is available upon request to 630-871-7537.)

Winter Tree Clearing at St. James Farm Forest Preserve

Bid Due: 2017-01-13, 9 a.m.

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois, 60189-8761 until 9 a.m., Friday, Jan. 13, 2017 and will be publicly opened at that time and location, for a project titled "Winter Tree Clearing at St. James Farm Forest Preserve." The bids must be accompanied by a 10% bid security. The project consists of the removal of trees on the St. James farm property located to the northeast of the intersection of Winfield Road and Butterfield Road. The majority of the tree removals are in a corridor in a wooded area with additional removals occurring adjacent to buildings on the property.

West Branch DuPage River Corridor Habitat Improvement Project

Bid Due: 2017-01-13, 11 a.m.

The Forest Preserve District of DuPage County, Wheaton, Illinois will accept sealed bids for the West Branch DuPage River Corridor Habitat Improvement Project. Sealed bids will be received until Friday, January 13, 2017 at 11 a.m. at the District’s administrative offices at 3 S. 580 Naperville Road, Wheaton, IL 60189-5000. Bids will be opened on Friday, January 13, 2017 11:03 a.m. at the administrative headquarters located at the above address. Bids received after the bid closing deadline for submission will not be accepted and will be returned unopened. It is anticipated that the District’s Board of Commissioners will consider the bids on or about Tuesday, February 7, 2017.

The Forest Preserve District of DuPage County seeks a contractor(s) to perform various specialized ecological management tasks including invasive vegetation management and supplementing native species by various management means. The work includes, but is not limited to, herbaceous and woody plant herbicide control by hand sprayer, hand wicking, wick bar, injection, pistol and boom spraying from an ATV or other all-terrain low ground pressure vehicle and; mowing and cutting of herbaceous or woody invasive species with a skid steer and/or tractor with field mower attachment and; removal of trees, shrubs, and other woody vegetation by chainsaw, brushcutter, and/or forestry mulcher head mounted to a skid steer or other low ground pressure all-terrain vehicle and collection of native seed and collection and disposal of non-native/invasive seed by hand and hand held equipment; seeding by broadcast and; plug planting utilizing hand tools and/or motorized auger.

A MANDATORY pre-bid meeting will be held on Wednesday, January 4, 2017 at 9:00 a.m. The pre-bid meeting will be held at Blackwell Forest Preserve. Please see the bid packet for pre-bid location details.

All potential bidders will be required to have extensive proven experience with ecological management in natural areas within the Chicago Wilderness Region. References must be produced with bid submittal.
