Doing Business with the Forest Preserve District

While Forest Preserve District of DuPage County employees perform most of the maintenance and operation of District land and facilities, the District may employ contractors for large construction or restoration projects.

The Forest Preserve District purchases required goods and services in conformance with Illinois state law, the DuPage County Purchasing Ordinance, related resolutions of the Board of Commissioners and administrative policies. The District makes requirements for purchases under $20,000 in accordance with established procedures for small-dollar purchases and informal quotations. For purchases over $20,000, it advertises formal bid announcements in local newspapers and may also list them in the Current Bid and Proposal Announcements section below.

When a supplier is aware of a solicitation, it should contact the office listed on the announcement to request a bid document. The Forest Preserve District Board of Commissioners reserves the right to reject any or all bids and to waive technicalities.

PUBLIC ACCESS IMPROVEMENTS AT ST. JAMES FARM FOREST PRESERVE

BID DUE: Wednesday, May 30, 2012, 1:00 P.M.

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois, 60189-8761 until 1:00 P.M. on May 30, 2012 and will be publicly opened at that time and location, for a project entitled the "Public Access Improvements at St. James Farm Forest Preserve". The bids must be accompanied by a 10% bid security. The project consists of construction of 2,000 LF of asphalt roadway and 55,000 SF of permeable paver parking lot at St. James Farm Forest Preserve northeast of the intersection of Butterfield and Winfield Roads in Warrenville, IL. The purpose of the project is to provide a new public access off of Winfield Road into the preserve. The primary components of work include 14,956 CY of earth excavation, 11,595 CY of topsoil excavation and placement, 5,482 CY of furnished excavation, 5,040 CY of removal and disposal of unsuitable material, 6,510 CY of aggregate subgrade, 1,040 CY porous granular embankment, 6,508 SY of asphalt, 5,450 SY of permeable pavers, 2,600 feet of curb and gutter, 7,416 feet of pavement marking, 3,365 SF of PCC sidewalk, 614 LF of storm sewer/culvert installation and associated storm sewer structures, 2.17 acres of site restoration/seeding and various other related items such as tree removals and temporary erosion control measures.

A NON-MANDATORY pre-bid meeting will be held at 1:30 PM on May 16, 2012 at 3S580 Naperville Road, Wheaton, Illinois, 60189-8761. Consideration of contract award will likely be made on June 19, 2012.

Plans, specifications, and bid forms may be purchased for $30.00, on or after May 2, 2012, at the above address between 8:00 A.M. and 4:30 P.M., Mon.-Fri. The Forest Preserve Commission reserves the right to reject any or all bids and to waive technicalities. Danada Forest Preserve Headquarters Enhancements

BID DUE: Wednesday, May 9, 2012, 2:30 p.m.   

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois, 60189-8761 until 2:30 p.m., Wednesday, May 9, 2012 and will be publicly opened at that time and location, for a project entitled "Danada Forest Preserve Headquarters Enhancements." The bids must be accompanied by a 10% bid security. Main components of work involve 641 CY of earth excavation, the removal of 100 shrubs, 8 trees, and 209 s.f. standard concrete, as well as the installation of 700 s.f. of standard concrete, bicycle racks, 77 shrubs (5 gal.) and 3,123 perennial plugs (#SP3), and 641 CY amended soils.

A non-mandatory pre-bid meeting will be held at 1:30 p.m., Monday, April 30, 2012 at the District main office at 3S580 Naperville Road, Wheaton, Illinois. Consideration of contract award will likely be made on Tuesday, June 5, 2012.

Plans, specifications, and bid forms may be purchased for $25.00 on CD-ROM at the above address between 8:00 A.M. and 4:30 P.M., Mon.-Fri. The Forest Preserve Commission reserves the right to reject any or all bids and to waive technicalities. The Project Manager’s estimate is approximately $150,000.00.

Contracting Services for Gutter Installation and Roof Replacements within the St. James Farm Forest Preserve

BLACKWELL ROAD & PARKING LOT MAINTENANCE 

BID DUE: Friday, April 20, 2012, 10:00 a.m.

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois, 60189-8761 until 10:00 AM on April 20, 2012 and will be publicly opened at that time and location, for a project entitled "Blackwell Road & Parking Lot Maintenance."  The bids must be accompanied by a 10% bid security. The project involves the demolition and replacement of existing concrete curbing at the Blackwell Forest Preserve archery complex. The major scope of work, including alternates, consists of the removal of 870 LF of curb & gutter with 975 LF of saw cutting. In addition it will include the installation of approximately 870 LF of curb & gutter and approximately 350 SF of concrete stormwater runoff aprons.  

A non-mandatory pre-bid meeting will be held at 11:00 AM on April 16, 2012 at the Blackwell Forest Preserve at the archery complex at the south base of Mount Hoy in Warrenville, Illinois. Meet at the picnic shelter on the west side of Sand Pond just east of the parking lot.  Consideration of contract award will likely be made on May 1, 2012.

Plans, specifications, and bid forms may be purchased for $25.00 on CD-ROM at the above address between 8:00 A.M. and 4:30 P.M., Mon.-Fri. STRATEGIC PLANNING – GOVERNMENT OPERATIONS AND EFFICIENCIES 

QUALIFICATION STATEMENTS DUE: Wednesday, May 9, 2012, 4:30 p.m.

Qualification Statements will be received at the main office of the Forest Preserve District of DuPage County, D. “Dewey” Pierotti, Jr., c/o RFQ Review Committee, 3 South 580 Naperville Road, Wheaton, Illinois, 60189-8761 (no qualifications sent via facsimile or electronic mail will be accepted) until 4:30 p.m., Wednesday, May 9, 2012, for a project entitled “Strategic Planning – Government Operations and Efficiencies.”  The purpose of the Request for Qualifications is to select a “Respondent” with experience working with forest preserve districts or similar units of local government, and/or private entities responsible for the management of diverse parks and recreation areas, to provide strategic analysis and planning services designed to improve the efficiency of the District’s governmental services.

Qualification requirement packets may be picked up at the above address between 8 a.m. and 4:30 p.m. Monday – Friday, or emailed upon request by calling 630 933-7225.  The RFQ Review Committee will rate the qualification statements and a contract will be negotiated for professional services with the most qualified firm per the Illinois Local Government Professional Services Selection Act   (50 ILCS 510).  The Request for Qualifications shall not create any legal obligations on the District to evaluate any proposal that is submitted or to enter into any contract or other agreement with any party who submits a qualification except on terms and conditions the District, in its sole and absolute discretion, deems to be satisfactory and desirable. The right is reserved by the District to reject any and all qualifications.

Local Time, Thursday, April 26, 2012 and will be publicly opened on Thursday, April 26, 2012 at 2:35 P.M.  Main components of work include: Provide labor, equipment and supplies (as described in the bid packet) for cleaning services at various District buildings. This is a three (3) year contract. Contractor may bid on one or all locations.

District Wide BMP Mitigation

BID DUE: Wednesday, April 4, 2012, 1:30 p.m.

The Forest Preserve District of DuPage County is currently seeking bid proposals for the “District Wide BMP Mitigation – Blackwell, Danada, East Branch, Herrick Lake, and Timber Ridge Forest Preserves” project. The project consists of two seasonal mowings, selective herbicide application targeting non-native and invasive species on approximately 2.75 acres at Blackwell, 0.7 acres at Danada, 1.4 acres at East Branch, 8.2 acres at Herrick Lake, and 3.7 acres at Timber Ridge Forest Preserves. In addition, interseeding of native seed mixes on approximately 1.32 acres at Blackwell and 7.9 acres at Herrick Lake Forest Preserves.

A non-refundable payment of $20.00 is required for purchase of each set of bid documents on CD-ROM. A non-mandatory pre-bid meeting for interested contractors is scheduled for March 27, 2012 at 1:30 PM at the FPDDC Headquarters. Meet in the Prairie Room.
